Even though he died in 2006 I am back on a bizarre Turkmenistan kick.  Its capital looks like the architectural concepts of a 1960's World's Fair used to construct everything. 

The Land of Batshit. This dude was fucking nuts. Saparmurat Niyazov

Here are the most noteworthy and hilarious things he did: 

•  Wrote a book in 2001 called the Ruhnama (The Book of the Soul). Made it mandatory in schools, governments, and mosques. He even made it part of the driving test. 

Of course it was immortalized with a statue that would light up and play music at night: 

• Built a 23 mile trail over a mountain called "the walk of health" he forced everyone to do once a year when he felt they were getting fat.

• Renamed months of year after himself and family.

• Renamed bread after his mom

• Built The Arch of Neutrality adorned with a rotating gold statue of himself that always faced the sun. 

• This was built for weddings. 

• Banned video games
• Banned black and dirty cars from capital
• Banned car radios 

• Banned ballet and circuses
• Banned Artists lip syncing at live performances
• Banned makeup for people on TV
• Banned beards for men under 70. 
• Banned dogs from the capital

• Banned smoking in capital

• Established "Ministry of Carpets" and "Carpet Day". Built carpet museum with worlds largest carpet. Put carpet on flag.

• Built giant thermometer and ice skating rink near desert so people in the desert could learn to ice skate.

And so much more...

So what you would you do, what would your marble covered world be like if you were this dude?  I tried but my answers were not as authentically weird.

He's not a living God so he's not a true legacy of the occult and in that way he's a fraud. What else?

Well until his death he was. They sort of did away with his crazy edicts after he kicked it in 2006.  But who cares about after you die. That's an exercise in pointlessness. 

I think it is the closest anything can truly get.  He was as much of a god as the literary story book ones.  The North Korean leaders too, the emperors of Rome, and all those sultans and pharaohs.  At most a person can do is impose themselves as such. And for that he's my favorite insane dictator/living pseudo-god.  No final solutions, just banning lip syncing and black cars because they show dirt. 

This dude, Howard Hughes, neurotic clean freak germaphobes make the best millionaires and dictators.

The man is not a God's test the way you are talking about him even if he's looking to be worshipped by certain methods he's dedicating his followers for, and he can't be so. They were many Gods and godesses around the world looking for worshipment and being worshipped like true Gods but it didn't happen anyway unfortunately, maybe because they don't give pleasure or knowledge or wealth or heaven as a mental matrix (etcetera...) for their fellow worshippers, even for centuries and there must be a gift to be given. So, what else?

Well, that's more obscure.

It works.  The polytheistic version, but still the essential doorway figure to the mystical pixie-laden universe. 

Did you know one of those is St. Anthony, thats why they sell so many of those candles at Wal-Mart. Everyone wanting that divine connection to their acausal whatnots. Ellegua awaits at those crossroads.

Occult knowledge? Batshit insane? Covert genius?

It might be all and it might be none.
Truth lies with the force of his will and to create with it. To take his inner view and shape the outer world to conform with it.

With power comes responsibility.

But few talk about the boredom great power brings.

The lack of challenge and entertainment...unless created through the self.

Very few became such hilarious living God's through that will to power. North Korea? They got some wacky and depressing things on Google street view but all they are only Mao Zedong China kept alive. 

The thing people miss here is it is not like dude was trying to suppress Islam, he just saw an opportunity to take a former part of The USSR and turn it into an oddity. Maybe invent a new god? They were mandated before 1991 to be atheists anyway. 

If everyone was captured by aliens that ate humans and culled the entire planet's population, of all the now abandoned ruins the Turkmen capital would stand out like ancient Egypt or Greece. 

His will to power was fucking hilarious.
